COVID-19 Qualified Disaster Relief Program

The COVID-19 Qualified Disaster Relief program provides financial assistance to employees of Stanford University affected by the COVID-19 pandemic of 2020. The program covers necessary unreimbursed expenses incurred as a result of the disaster.

Eligibility and Program Summary


Eligibility requirements:

  • Active benefits-eligible employee, including those who are on a leave of absence
  • Active temporary or casual employee hired on or after 3/13/2020, regardless of how few hours worked in the past
  • Temporary or casual employee (including hourly academic staff) hired before 3/13/2020 who worked 520 hours or more from 3/13/2019 to 3/13/2020
  • Salaried casual academic staff members who worked one or more of these academic quarters: Spring 2019, Fall 2019, Summer 2019, Winter 2020 or Spring 2020
Application Period

April 15 – June 21, 2020, for expenses incurred between March 13 and June 15, 2020. 

For expenses incurred after June 15, the Employee Emergency Assistance Program is now available if you experience a short-term financial emergency or unanticipated expenses that cause financial hardship.

Qualified expenses covered include:

  • Reasonable and necessary personal, family and other living expenses incurred as a result of the Qualified Disaster
  • Temporary housing, commuting, dependent care and similar types of expenses that are otherwise considered personal expenses and subject to tax.
  • Other expenses as permitted by law. This is not an exhaustive list. Each application is reviewed on its own merit.

Note: Applicant must provide adequate proof of expenses incurred on or after March 13 and before the June 15 deadline.

Ineligible Expenses

Expenses that are specifically not covered:

  • Loss of income or wages, whether the job loss was at Stanford, or at a spouse’s or domestic partner's employer
  • Expenses reimbursed by other employer reimbursements, insurance payments or income replacement payments, such as payments of lost wages, lost business income or unemployment compensation
  • Non-essential, luxury, or decorative items or services
  • Expenses not incurred as a result of the COVID-19 qualifying disaster
  • Undocumented expenses
  • Other expenses not permitted under the law
Payment Amount

Qualified Disaster Relief payments:

  • Payable through Stanford University paychecks
  • Maximum $1000 per employee

Note: QDR assistance payments will be dispersed in the order that the applications are approved. QDR payments will be deposited by the next pay period into the account you use for direct deposit of your paycheck or mailed to your address on file.

Program Administration

All applications will be approved by University Human Resources. If your work location is outside of California, any reimbursement received under this program may be taxable.
