Guidelines for Overnight/Residential Minors Programs

It is the responsibility of those who bring minors to campus (including Program Sponsors or third party organizations) and Program Staff to ensure appropriate supervision. Off-campus overnight minors programs are not permitted. In addition to the requirements of the Protection of Minors policy (AGM  1.8.1), overnight/residential minors programs must adhere to the following guidelines:

  • Maintain accurate records of who is on campus overnight.
  • Ensure adequate supervision of minors staying overnight, including required staffing ratios.
  • Establish a check-in and check-out process.
  • Establish procedures to prevent unauthorized access to residence halls.
  • Establish a curfew policy for all minors and process for enforcement with designated Program Staff.
  • Establish an emergency response plan (i.e. earthquake, fire, etc.).
  • Establish an incident response plan (i.e. illness, injury, missing minor).
  • Ensure minors are aware of emergency exit locations, policies, and common meeting areas and 24/7 contact information in the event of an emergency or building evacuation.
  • Ensure parents/guardians are aware of these policies and procedures.

The following guidelines must be in place to ensure the safety and security of minors:

  • Program Staff should not be alone with a minor.
  • Program Staff should not enter a minor’s dormitory room alone. In emergency situations, when another Program Staff member is not available, the door(s) must always remain open.
  • Minors should only have access to their assigned dormitory.
  • Overnight guests are not allowed in designated residences that house minors.
  • Individuals not associated with the Covered Program should not have access to or enter the residence.
  • No alcohol, controlled substances, or illegal drugs are permitted.
  • No firearms, weapons, fireworks, or explosives are permitted.
  • All smoking, including but not limited to tobacco products and the use of electronic smoking devices, is prohibited.
